Project Operational Manual

Following the Operational Partners Agreement (OPA) that has been signed with the Food and Agriculture of the United Nations (FAO), the overall responsibility for the execution, coordination and delivery of the project held by (i) the General Directorate of Agriculture (GDA) within the Ministry of Agriculture, Forestry and Fisheries (MAFF) and (ii) the General Directorate of Local Community (GDLC) within the Ministry of Environment (MoE). As the Operation Partners (OPs) of the project, GDA and GDLC are responsible and accountable to FAO for the timely implementation of the agreed project results, operational oversight of the implementation activities, timely reporting, and effective use of GEF resources for the intended purposes, in line with FAO and GEF policy requirements. The Implementing Partners (IPs) and other relevant stakeholders are responsible for providing technical and operational support to GDA and GDLC to fill capacity gaps and activities under each partner through their joint planning and implementation within the Project Management Unit (PMU).

Operations Specialists based in GDA and GDLC respectively act as the focal person responsible for the day-to-day operation of the project in full compliance with all of the terms and conditions of the OPA as defined in the results matrix, work, and budget. In addition, a Project Operational Manual (POM) is under development as a manual adopted by both OPs and IPs during the project implementation. The POM contains guidelines and procedures satisfactory to be used to implement the project, including in the areas of administration, accounting, financial management, and procurement. It also outlines the fundamental processes, standard procedures, and essential guidelines required for the smooth implementation of the project.
