Quarterly Consultant Meeting

At the start of the meeting, Mr. Yin Dara (SNTA) and David Moles (LTA) provided welcome remarks and an introduction to the meeting. Based on the agenda, Mr. Se Sath, representative of the five Project Coordinators (PC) presented the project progress and field works, followed by Mr. Phal Chansatya on field monitoring and reflection of challenges during the last quarter of the project implementation at sub-national levels. Then, Mr. Son Sovanda (CSAS) presented the priority activities for implementation under Component 2 and the description of the tasks planned for 2024, followed by Mr. Nget Sophea (AVCS), who presented the ones under Component 3 and also the target ACs and CPAs in the five provinces (30 ACs, 10 FGs, 9 LIGs, and 17 CPAs).

During the presentation in the morning, there were questions and answers about field work, monitoring, remedial action, lessons learned, and the next work plan for five target provinces. Mr. David addressed challenges related to strategies and interventions for the recent distribution of rice seeds. He also discussed the terms of reference for partners such as PMU, GDA, GDLC, PDAFF, and PDoE, as defined in the Operational Project Agreement (OPA). At the same time, Mr. Yin Dara provided clarification on the future implementation of three Implementing Partners (IP) and summarized the grant funding mechanism by category, budget, and procedure identified in the OPA and Letter of Agreement (LoA).

In the afternoon session, the three Intermittent Consultants presented their draft concept note for the assignments on VRA/AEZ by Mr. Vorn Savuth, on Connecting Commune Data to NCSD Portal by Mr. Lonn Pichdara, and on Climate Change Adaptation Planning by Mr. Chan Danith. However, they need to revise and refine their draft concept note based on feedback from the team to make them more specific in terms of scope and methodology.

The Quarterly Consultant Team Meeting was successfully conducted, yielding many fruitful results. These results contributed to the improvement of project implementation and the identification of remedial actions against technical issues and challenges. All participants gained a clear understanding of the priority activities, the key results, and reflections on challenges of the PCRL implementation.

Finally, both all PCs and the consultant team will continue working effectively, and maintain effective coordination and communication with all relevant partners, especially with the target respective PDAFF and PDoE. As for the IPs, they need to understand and pay more attention to their specific activities for future implementation based on the signed LoA.

The next Consultant Team Meeting will be conducted on 16th July 2024, while the PSC Meeting will be conducted on 18th July 2024.
