PSC Ad-Hoc Meeting

An Ad-Hoc of the Project Steering Committee of the PCRL project meeting was held at the Ministry of Agriculture, Forestry and Fisheries (MAFF) on 25 March 20243, co-chaired by H.E. Dr. Yang Saing Koma, MAFF Secretary of State and Chairperson and Chumteav Mom Thany, Secretary of State of the Ministry of Environment, and with the presence of H.E. Sy Ramony, Director General of the General Directorate of Local Communities of the Ministry of Environment, and Ms. Rebekah Bell, FAO Representative in Cambodia. There was a total of 28 participants, including representatives of the Implementing Partners and the Project Management Unit team from GDA and GDLC.

The purpose of this meeting was to (a) review and approve the Annual Work and Budget for 2024 incorporating the alignments with the new MAFF and MOE policy frameworks; (ii) discuss the annual targets for all key indicators under the project results framework; (c) confirm the target communes including agricultural cooperatives (ACs) and community protected areas (CPAs); and (d) discuss the inclusion of Kampong Chhnang province within the project’s target provinces. 

In response to the proposed changes in the scope of the project, the FAO representative provided confirmation that the Global Environment Facility (GEF) favors an adaptive management approach to the implementation of the project and that adjustments can be proposed and agreed to by the PSC and documented in the minutes of the meetings provided that the indicators within the results framework are not changed, and the targets defined within the project design will be met or exceeded. 

As a result of the meeting, the PSC reached a unanimous agreement on some key recommendations, including approval of the AWPB for 2024, the need to review the scope for expanded capacity-building support to the CAOs in all target communes, and the reorientation of key priority activities aligned with the new policies of the Royal Government of Cambodia for the development of agriculture and the environmental sectors, including the development of Modern Agricultural Cooperatives (MACs), mechanisms for scaling up certified rice seed production and partnerships with other projects to support the CAOs in the target provinces of the PCRL project.
